2013/2014 Successes

Joint Polar Satellite System (JPSS)
Full funding of the National Oceanic and Atmospheric Administration’s (NOAA) Joint Polar Satellite System (JPSS) is a multi-satellite project that will serve to monitor global environmental conditions to provide data for long-range weather and climate forecasts and for climate research.  In the FY 2014 Omnibus bill signed on January 17, the JPSS was fully funded in the amount of $824 million for the year.  
NASA Funding
The 2014 Omnibus bill provides the agency with $17.6 billion, a decrease of less than $70 million from the Obama Administration’s original proposal and one billion dollars more than what House appropriators approved in the summer of 2013.
Commercial Space Transportation Liability Regime Extended 
The U.S. government currently indemnifies commercial launch operators to cover third-party damage claims that exceed the insurance coverage the Federal Aviation Administration’s Office of Commercial Space Transportation (AST) requires licensed operators to carry.  The 2014 Omnibus bill includes an extension of the commercial launch liability indemnification regime for another three years.
National Institutes of Health (NIH) Funding
The 2014 Omnibus bill appropriates $29.9 billion for the National Institutes of Health (NIH) in 2014, $1 billion more than after 2013 sequestration cuts.  
Federal Contract Tower Program Funding
The 2014 Omnibus bill contains $140 million to ensure that the federal contract tower program is funded, thus avoiding the shutdown or threat of shutdown of contract towers at airports such as Front Range Airport.  Preserving Front Range Airport’s full capabilities is critical for maintaining the support and momentum behind Spaceport.
